Adds definition of "delinquent" to Arkansas Code § 5-4-101 as a defendant who fails to pay felony fines and costs or misses installment payments for three consecutive months.

Allows defendants paying fines in installments to request lower payments from the collecting entity based on demonstrated hardship for up to three consecutive months without court order.

Limits bond amounts to 10 percent of arrearage when a warrant is issued for delinquent defendants, and exempts defendants from delinquency status while making court-authorized reduced installment payments.

Permits Department of Corrections inmates to file notice seeking temporary abatement or reduced installment payments during incarceration and for six months following release from custody.

Authorizes circuit courts to conduct hearings on payment requests using telephone, video conference, or other electronic means as the preferred method.
