AR HB1794

Creates the Licensed Practical Nurse Pathway Pilot Program allowing public school students in grades 9-12 to enroll in undergraduate courses leading to a licensed practical nurse diploma or certificate by or shortly after graduation.

Requires the Division of Elementary and Secondary Education to establish and implement the program by the 2022-2023 school year in consultation with the Division of Higher Education, Department of Health, Arkansas State Board of Nursing, and Office of Skills Development.

Public school districts and open-enrollment charter schools must submit applications naming a higher education institution willing to partner with them; schools may also partner with secondary vocational centers to implement the program.

Requires the higher education partner institution to exercise oversight and control of academic aspects including faculty selection, curricula, and evaluation processes.

Declares an emergency effective immediately upon Governor approval, citing the public health emergency's strain on the state's health system and nurse shortage as justification for accelerating opportunities for young people to enter the nursing workforce.
