Requires roofing contractors to obtain a registration certificate from the Residential Contractors Committee effective July 1, 2021 (January 1, 2022 per Section 4), with violations constituting a Class A misdemeanor with each day as a separate offense.

Establishes definitions for roofing contractors including subcontractors and nonresident contractors, and excludes employees working under direct supervision, demolition workers, and certain licensed contractors.

Mandates applicants provide personal information, business details, proof of workers' compensation coverage, and a surety bond of at least $15,000 with a maximum registration fee of $100.

Authorizes the committee to issue civil penalties of $100-$400 per day for violations and revoke certificates for fraud, gross negligence, abandonment of contracts, mishandling funds, deceptive practices, or inadequate liability insurance.

Exempts homeowners building their own residence (limited to one per year), licensed contractors performing work within their license scope, home improvement/residential building contractors where roofing is less than 50% of project cost, and certain other licensed professionals.
