Establishes the Arkansas Balloting Integrity Act of 2021 and amends the complaint process for election law violations filed with the State Board of Election Commissioners.

State Board of Election Commissioners cannot investigate violations of specific voter registration provisions (§ 7-1-103(a)(1)-(4), (6), and (7)) or campaign finance and disclosure laws, which fall under Arkansas Ethics Commission authority.

Complaints must be filed in writing no earlier than the date established by law for delivery of absentee ballots and no later than 30 days following election certification by a county board of election commissioners.

State Board of Election Commissioners must complete investigations and final actions within 180 days of complaint filing (or 240 days if a hearing is held) and may impose fines between $25 and $1,000 for violations.

Amends election expense allocation requirements to allow county boards of election commissioners to accept in-kind support from other county departments and resources to conduct free, equal, and lawful elections.
