Allows state agencies to request special appropriations for promotional items by submitting a written request to the Chief Fiscal Officer of the State.

Written requests must specify the amount requested, the authorized appropriation section, the funding source, and a brief description of the promotional items and their intended use.

The Chief Fiscal Officer may approve up to $5,000 in cumulative promotional item requests per agency per fiscal year without additional review.

Requests exceeding $5,000 or requests that would cause cumulative approvals to exceed $5,000 must be submitted to the Legislative Council or Joint Budget Committee for review before approval.

Upon approval, the Chief Fiscal Officer creates a new promotional items line item for the requesting agency and transfers the approved amount from the agency's operating expenses to the new line item.
