Amends Arkansas Code § 14-268-103 to modify penalties for violations of flood loss prevention measures that prohibit development of real property exposed to flood damage or flood hazards.

Maintains the maximum fine of $500 per offense, with each day of violation constituting a separate offense.

Exempts violations that do not clearly cause a substantive threat to real property or health/safety of individuals from fines, but allows exclusion from subsidized flood insurance programs.

Defines "substantive threat" as situations where a major flood would likely result in structures floating off foundations, obstructing public roads or adjacent properties, or creating rising water that substantially risks health, safety, or property damage.
