Requires public K-12 school districts to adopt policies mandating broadcast of "The Star-Spangled Banner" at the start of each school-sanctioned sporting event and at least once per week during school hours.

Allows schools to broadcast only one performance of the anthem if multiple sporting events occur on the same day at the same location.

Permits schools to select from approved recordings or allow live performances by school bands, chorales, vocal groups, vocalists, or audience sing-alongs led by a school-selected vocalist.

Requires state-supported institutions of higher education to adopt identical policies for broadcasting the anthem at school-sanctioned sporting events, with the same flexibility for live performances.

Directs the Division of Elementary and Secondary Education and Division of Higher Education to promulgate rules implementing the requirements by January 1, 2022, or as soon as practicable thereafter with legislative approval.
