Authorizes local authorities (county, city, or town officials) to designate public streets and highways for all-terrain vehicle operation through local ordinance.

Creates the All-Terrain Vehicle Off-Road Trail Fund to be administered by the Department of Parks, Heritage, and Tourism for creating and maintaining off-road trails for all-terrain vehicles.

Establishes a $24.00 out-of-state operation permit fee for non-resident all-terrain vehicle operators using designated public streets and highways, with permits expiring one year from issuance.

Permits out-of-state operation permit fees to be distributed as follows: $5.00 to the State Central Services Fund for administrative costs, with remaining funds transferred to the All-Terrain Vehicle Off-Road Trail Fund.

Allows local authorities to regulate safety and operational requirements for all-terrain vehicle operation, including operator licensing, liability insurance, operator age, seat belt use, child-restraint systems, and vehicle safety inspections.
