Amends Arkansas Code § 24-7-501(a)(2) to allow employees employed less than one-fourth (1/4) of a fiscal year to opt out of the Arkansas Teacher Retirement System by the last day of the fiscal year

Employees are eligible to opt out only if they have not previously worked for a covered employer in a position lasting more than one-fourth (1/4) of a fiscal year, or are not currently employed in such a position

Employees who opt out may withdraw their employee contributions to the Arkansas Teacher Retirement System

Opting out does not prevent employees from becoming members later if they are subsequently employed with a covered employer for more than one-fourth (1/4) of a fiscal year
