Transfers authority to establish filing fees for candidates seeking statewide and district offices from the state executive committee to a newly created Public Office Filing Fee Commission.

Creates a 10-voting-member commission with membership proportional to each political party's representation in the House of Representatives, plus one nonvoting independent member appointed by the Governor.

Requires commission members to be U.S. citizens, Arkansas residents for at least 2 years, qualified electors, and at least 25 years old; prohibits civil office holders, state employees, registered lobbyists, and their immediate family members from serving.

Sets 2-year terms with a maximum of two consecutive terms per member; requires a quorum of 4 members and majority vote for commission actions; provides no compensation to members.

Directs the commission to establish uniform political party filing fees for all candidates for elected office; requires initial member appointments by October 30, 2021, with first meeting within 30 days thereafter.
