Amends Arkansas Code § 20-77-127 to add asset exclusion provisions for long-term care Medicaid eligibility determinations.

Requires the department to exclude assets accumulated in an "independence account" when determining financial eligibility and cost-sharing requirements for long-term care medical assistance, subject to federal approval.

Requires exclusion of income and assets from retirement benefits earned or accumulated from employment income or employer contributions while a person was employed and receiving low-income disabled working person category Medicaid benefits.

Defines "independence account" as an account consisting solely of savings and dividends or gains derived from savings earned from paid employment after a person initially began receiving Medicaid assistance under the low-income disabled working person category.
