Amends Arkansas Code § 27-51-301 to restrict vehicles from being driven in the left lane of multilane highways except when: (1) overtaking and passing another vehicle, (2) other lanes are closed due to construction or repair, (3) other lanes are in disrepair or unsafe condition, or (4) preparing to exit on the left.

Replaces previous language that prohibited continuous left lane operation only "whenever it impedes the flow of other traffic" with specific enumerated exceptions.

Authorizes the Arkansas Department of Transportation to designate certain multilane highways or highway portions where continuous left lane driving is prohibited except in the circumstances listed above.

Requires the Department of Transportation to erect periodic signs along designated highways notifying drivers of the left lane prohibition.
