Amends Arkansas Code § 27-52-111 to restrict automated enforcement devices (photo-radar systems) to only school zones and railroad crossings, prohibiting their use for general traffic law or ordinance enforcement by municipalities or state departments.

Requires a certified law enforcement officer to be physically present with any automated enforcement device and to issue a citation to the violator at the time and place of violation.

Removes driver's license points as a penalty for violations detected solely by automated enforcement devices, though fines authorized by law for the specific violation may still be imposed.

Exempts the Arkansas Highway Police Division of the Arkansas Department of Transportation from these restrictions, allowing them to continue using automated enforcement devices to enforce state and federal motor carrier laws.

Defines "automated enforcement device," "municipality," "official traffic control device," and "official traffic control signal" for purposes of the statute.
