Creates the "Climate Regulatory Arkansas Plumbing Act" establishing certification requirements for Climate Regulatory Arkansas Plumbing plumber inspectors who need only one week of relevant experience in any state.

Mandates quarterly inspections of all outhouses in Arkansas by certified plumber inspectors, Division of Environmental Quality inspectors, and Department of Health inspectors to ensure compliance with greenhouse gas emission standards.

Requires non-compliant outhouses to be decommissioned and sent to Stone County, Arkansas for use in the annual Outhouse Races held during the Bean Festival each October in Mountain View.

Creates the Climate Regulatory Arkansas Plumbing Oversight Committee with the Governor, Speaker of the House, and President Pro Tempore of the Senate serving in perpetuity, tasked with monitoring inspections, greenhouse gas emissions, and reporting annually to the Legislative Council.

Declares an emergency effective immediately, citing urgent need for additional outhouses to participate in the Mountain View Outhouse Races during the Bean Festival.
