Creates the Arkansas Lottery Keno and iLottery Act as a new chapter in Arkansas Code Title 23, establishing a framework for online lottery games and keno operations under the Office of the Arkansas Lottery.

Defines iLottery as online lottery games available to individuals 18+ years old within Arkansas through smartphones, tablets, laptops, and desktop computers after passing identity verification.

Defines Keno as a draw-based lottery game where players purchase tickets with chosen numbers, a random number generator selects winning numbers, and payouts are determined by office rules based on the original wager.

Establishes three types of licenses: retail licenses (for keno operations through point-of-sale devices), occupational licenses (for employees), and operator licenses (for entities offering iLottery or keno through mobile applications or digital platforms).

Directs that keno and iLottery proceeds benefit the Office of the Arkansas Lottery, with amounts maximized for scholarships; once cumulative proceeds reach $20 million, an equal amount of general revenue funding higher education scholarships shall be reallocated according to criteria set by the General Assembly.
