Requires permitted manufacturers and wholesalers to sell tobacco products, vapor products, alternative nicotine products, or e-liquids to retailers only for cash or on established payment terms

Mandates manufacturers or wholesalers notify Arkansas Tobacco Control within 5 business days if a retailer's payment is past due or returned for insufficient funds

Authorizes Arkansas Tobacco Control to suspend a retailer's permit for up to 7 days for a first offense and 10-30 days for subsequent offenses within 48 months when payment is not made

Allows Arkansas Tobacco Control Director to suspend a retailer's permit indefinitely if the debt is not paid in full within 30 days from the date it became due

Makes new owners responsible for unpaid debts if they acquire a permitted retail location where debt remains outstanding
