Allows individuals to voluntarily remain at crisis stabilization units after release from custody if the treating unit agrees and the individual poses no danger to self or others.

Requires crisis stabilization units to provide follow-up treatment plans and mental health professional appointments upon discharge, changing the requirement from discretionary to mandatory.

Replaces Department of Human Services authority with local criminal justice coordinating committees in developing crisis intervention protocols and encouraging psychiatric emergency services.
