• Prohibits third parties and pharmaceutical manufacturers from discriminating against pharmacies based on 340B drug pricing participation, including through lower reimbursement rates, network exclusions, or billing modifier requirements.

• Declares all pharmacy claims processed by 340B drug pricing participants final at the point of adjudication, preventing post-adjudication reversals or resubmissions unrelated to normal business practices.

• Directs the Insurance Commissioner to promulgate rules for implementation; excludes Arkansas Medicaid Program, risk-based provider organizations, and self-insured governmental plans from the definition of "third party."
