• Establishes private cause of action against government entities for denied accommodation requests (unless undue hardship demonstrated) or for encountering opposite-sex individuals in sex-designated facilities or sleeping quarters when entity granted permission.

• Permits recovery of monetary damages for psychological, emotional, and physical harm plus reasonable attorney's fees and costs for prevailing parties, with claims filed within 2 years of violation.
