Defines "working animal" as a nonhuman animal used for a specific duty or function in commerce or animal enterprise, excluding poultry, swine, dairy cows, beef cattle, sheep, goats, and other production animals.

Guarantees the right to utilize working animals for their benefit and welfare, and prohibits municipalities from enacting ordinances that terminate, ban, or create undue hardship relating to the use of working animals in commerce, service, hunting, agriculture, transportation, entertainment, education, or exhibition.

Preserves existing state laws and rules regarding animal care, public health, and public safety, and does not prohibit municipalities from establishing or altering ordinances on these subjects.

State law preempts conflicting municipal ordinances and resolutions, but municipal zoning ordinances remain unaffected.
