AR HB1887

Requires the Department of Corrections, Division of Youth Services, and all local and regional detention facilities to submit quarterly reports to the Legislative Council on persons placed in segregation (solitary confinement of approximately 22+ hours per day)

Reports must include demographic data (race, gender), age categories (21 years or younger, 55 years or older), protective custody status, and mental illness diagnosis of segregated inmates

Mandates tracking of suicides, suicide attempts, and deaths occurring in segregation, as well as duration of segregation in seven specified time ranges from 15-30 days to more than 6 years

Requires categorization of segregation placements by disciplinary infraction type, covering 29 specific categories including violence, drug possession, refusal to obey orders, cell phone possession, and property destruction

First quarterly report must be completed by October 1, 2021, with subsequent reports to continue on a quarterly basis
