Adds authority for microbrewery-restaurant private club permit holders located in defunct voting districts that have authorized off-premises alcohol sales to sell beer, malt beverages, or hard cider in refillable containers of minimum 32 ounces to club members for off-premises consumption during legal operating hours.

Amends prohibited sales restrictions for microbrewery-restaurant private clubs to allow member off-premises consumption sales where specifically authorized under the new provision.

Limits off-premises alcohol sales in defunct voting districts to sales by microbrewery-restaurant private club permit holders to club members, while maintaining existing on-premises consumption restrictions for beer, malt beverages, vinous beverages, and spirituous liquor within first and second class cities.
