Secretary of the Department of Education shall issue a guidance memorandum describing the unique educational needs of students with dyslexia, dyscalculia, and dysgraphia, in cooperation with stakeholders and interested parties.

Guidance memorandum shall clarify that public school districts, open-enrollment public charter schools, and education service cooperatives may reference and use the terms "dyslexia," "dyscalculia," and "dysgraphia" in student evaluations, eligibility determinations, and individualized education programs under the Individuals with Disabilities Education Act.

Memorandum must be distributed to all public school districts, open-enrollment public charter schools, and education service cooperatives.

Emergency clause declares the act immediately necessary because early intervention is crucial for determining services needed for students with these conditions and to ensure schools are informed about their educational needs.

Act becomes effective upon Governor approval, expiration of veto period, or veto override by the legislature.
