Amends Arkansas Code § 20-56-303 to allow cultivation facilities to permit visitors into restricted areas if visitors present government-issued identification, wear a visitor designation tag, and are escorted by authorized personnel at all times.

Requires visitors to restricted areas be non-minors and invited by cultivation facility or management personnel.

Mandates cultivation facilities maintain a logbook recording visitor names, addresses, and visit purposes, and install video surveillance in restricted areas.

Permits parents with registry identification cards or designated caregiver cards to bring their children into dispensaries or cultivation facilities to purchase usable marijuana.

Allows parents without registry or caregiver identification cards to accompany their children who possess registry identification cards into facilities to purchase usable marijuana for the child or children.
