Amends Arkansas Code Title 23, Chapter 117 to authorize the Legislative Council to establish or utilize a subcommittee to provide advice and study matters related to the Arkansas Casino Gaming Amendment of 2018 (Amendment 100).

Subcommittee authority excludes matters related solely to horse racing or greyhound racing, but may address casino licensing and operation, taxation and distribution of casino gaming proceeds, and state agency rules implementing Amendment 100.

Subcommittee may review proposed state agency contracts of $25,000 or more related to Amendment 100 implementation and may conduct biennial studies on casino gaming's direct and indirect socioeconomic impacts, including gambling addiction, bankruptcy, foreclosures, and divorce.

Subcommittee shall serve as the required Legislative Council subcommittee for review or approval of referred matters, except proposed rules submitted elsewhere are only referred for review and recommendation to the Administrative Rules Subcommittee.

During regular, fiscal, or extraordinary sessions of the General Assembly, the Joint Budget Committee shall perform the Legislative Council's functions under this section and may establish its own subcommittee for this purpose.
