Increases maximum width of all-terrain vehicles from 50 inches to 75 inches and adds engine displacement limit of no more than 1,000 cubic centimeters to the definition of all-terrain vehicles.

Expands definition of "public streets and highways" to include nonhard-surfaced roads while excluding interstate highways, controlled access highways, and roads with posted speed limits of 55 m.p.h. or greater.

Allows all-terrain vehicle operation on designated public streets or highways if outside city limits and when traveling to/from off-road trails or private property as the most reasonable route, subject to local ordinances.

Defines "private property" to include owned or leased property, residences, and temporary stays at vacation resorts, rental cabins, and timeshares.

Authorizes local authorities to designate public streets/highways where all-terrain vehicles are allowed or prohibited and to establish safety and operational regulations including operator age, licensing, insurance, and speed limits.
