Requires state agencies with rules on milk and cattle production (excluding waste management rules) to file an initial rule report by December 1, 2021, listing all applicable rules with effective dates, filing dates, legal authority, and federal/state law requirements.

Mandates agencies submit a final rule report by September 1, 2022, distinguishing between rules to continue enforcing and rules to repeal, with written justifications for each decision.

Directs the House and Senate Agriculture committees to meet jointly by November 30, 2022, to review agency decisions, allow public comment, and recommend to the Legislative Council whether to accept or reject proposed rule repeals.

Requires the Legislative Council to vote by December 31, 2022, on whether each rule shall continue in effect or be repealed, with repealed rules sunsetting after December 31, 2022.

Takes effect September 1, 2021.
