Creates a recall mechanism for Arkansas county elected officials including county judge, sheriff, circuit clerk, county clerk, assessor, coroner, treasurer, county surveyor, and collector of taxes.

Requires recall petitions to be signed by qualified electors equal to at least 25% of votes cast for Governor in the county at the last general election, with petitions filed 60-80 days after notice of intent.

County clerk has 30 days to verify petition sufficiency, with a 30-day amendment period if insufficient; recall election held within 90 days of certification or at next general election if within 120 days.

Recall succeeds if a majority of qualified electors voting on the proposal vote for removal, creating an immediate vacancy filled according to law; only one recall petition allowed per official per term.

Declares an emergency effective date to allow counties to implement recalls for officials whose terms began in 2017 or later.
