AR HB1931

Restructures the Arkansas Rural Medical Practice Student Loan and Scholarship Board to consist of 8 members appointed by the Governor for three-year terms, with specified roles and consultation requirements for each appointment.

Designates the Dean of the College of Medicine of the University of Arkansas for Medical Sciences as chair and requires Governor appointment subject to Senate confirmation.

Requires board members to include 2 qualified licensed physicians appointed after consulting with the Arkansas Medical Society and subject to Senate confirmation, plus 1 licensed physician appointed after consulting with the Physician's Section of the Arkansas Medical, Dental, and Pharmaceutical Association.

Adds appointment provisions requiring Governor consultation with the Dean of the College of Medicine (2 members), Arkansas Rural Health Partnership (1 member), and Arkansas Hospital Association (1 member), all subject to Senate confirmation.

Repeals Arkansas Code § 6-81-708(c)(4)(D), which required loan recipients' estates to pay the full outstanding loan balance upon the recipient's death if not converted to a scholarship grant.
