Adds Chapter 118 to Arkansas Code Title 23 to authorize and regulate online sports pools operated by casino licensees and contracted sports pool operator intermediaries under Amendment 100 of the Arkansas Constitution.

Requires the Arkansas Racing Commission to promulgate rules within 90 days addressing types of wagers, geolocation requirements, reporting, responsible gaming, and advertising restrictions that prohibit targeting minors or self-excluded persons.

Limits each casino licensee to no more than three individually branded online sports pool platforms, with all wagers initiated and received within Arkansas unless otherwise permitted by the Racing Commission under federal law.

Allows casino licensees to immediately commence operations upon commission approval if they hold a valid license and comply with the chapter; permits sports pool operator intermediaries to obtain interim licenses for up to 365 days while service industry license applications are reviewed.

Requires patrons to establish and fund sports wagering accounts either in person at a casino location or remotely through the online sports pool operator's system.
