Amends Arkansas Code § 5-27-502 to reduce the penalty for manufacturing or altering a personal identification document to a Class A misdemeanor when a person creates or alters their own ID for personal use in obtaining alcohol or accessing venues where alcohol is sold.

Maintains Class C felony penalty for manufacturing, producing, or altering fraudulent identification documents intended for use by others under 21 years of age.

Preserves Class B felony penalty for subsequent violations of identification document offenses.

Amends Arkansas Code § 27-14-307 to replace the term "intent" with "purpose" in statutes governing false motor vehicle titles and registration documents, but does not reduce these crimes from felony status.
