Adds new section 17-92-413 to Arkansas Code requiring pharmacy permit applicants to meet specific ownership qualifications through the Arkansas State Board of Pharmacy

Establishes four permissible ownership structures: individual licensed pharmacist, partnership with all active members as licensed pharmacists, corporation/association with majority stock owned by licensed pharmacists, or limited liability company with majority membership interests owned by licensed pharmacists

Requires pharmacists in LLC ownership structures to be actively and regularly employed in and responsible for management, supervision, and operation of the pharmacy

Exempts existing pharmacies with permits on or before the effective date, pharmacy chains headquartered in Arkansas, and pharmacies within institutions such as hospitals from the new ownership requirements
