Transfers seven state entities from the Department of Labor and Licensing and Department of Transformation and Shared Services to the Commissioner of State Lands: the Arkansas Abstracters' Board, Arkansas Real Estate Commission, State Board of Licensure for Professional Engineers and Professional Surveyors, State Board of Registration for Professional Geologists, Arkansas Geographic Information Systems Board and Office, and Building Authority Division.

Changes all references in Arkansas Code from "Secretary of the Department of Transformation and Shared Services" to "Commissioner of State Lands" for Building Authority Division duties, leasing, and construction oversight.

Removes the Arkansas Abstracters' Board, Arkansas Real Estate Commission, State Board of Licensure for Professional Engineers and Professional Surveyors, and State Board of Registration for Professional Geologists from the Department of Labor and Licensing transfer list under § 25-43-1102(a).

Removes the Arkansas Geographic Information Systems Board and Office and Building Authority Division from the Department of Transformation and Shared Services transfer list under § 25-43-1502.

Declares an emergency and makes the bill effective July 1, 2021, to align with appropriation bills and ensure transferred entities continue providing services without funding disruptions.
