Creates the ARSafeSchools Fund as a miscellaneous state fund to support the University of Arkansas for Medical Sciences Psychiatric Research Institute in creating and maintaining the ARSafeSchools school safety and crisis line under Arkansas Code §6-18-111.

Fund consists of private grants and other designated sources; unexpended balances carry forward to the next fiscal year; the University is not required to implement provisions if the ARSafeSchools line is not funded.

Requires the University of Arkansas for Medical Sciences Psychiatric Research Institute to submit annual reports by January 1 and July 1 detailing fund balance, administrative costs, revenue received, and implementation steps for the crisis line.

Amends the Revenue Stabilization Law allocations for fiscal year 2021-2022 and thereafter, establishing maximum allocations totaling $5,658,536,953 in Allocation A and subsequent allocations in Allocations B, C, and D distributing remaining general revenues to various state funds and educational institutions.

Declares an emergency for the act to take effect on July 1, 2021, to ensure fiscal law changes occur at the beginning of the fiscal year.
