Amends Arkansas Code § 7-2-102 to redefine the First Congressional District to include 31 counties and specific voting districts from Jefferson and Searcy Counties as they existed on January 1, 2011.

Amends Arkansas Code § 7-2-103 to establish the Second Congressional District comprising Conway, Faulkner, Perry, Pulaski, Pope, Saline, Van Buren, and White counties, with specific voting precincts of Pulaski County as they existed on January 1, 2021.

Amends Arkansas Code § 7-2-104 to define the Third Congressional District including Benton, Carroll, Crawford, Madison, Sebastian, and Washington counties, plus specific voting districts from Crawford, Newton, Searcy, and Sebastian Counties.

Amends Arkansas Code § 7-2-105 to establish the Fourth Congressional District comprising 31 counties and specific voting precincts of Pulaski County (replacing Crawford County references) as they existed on January 1, 2021, plus voting districts from Jefferson, Newton, and Sebastian Counties.

Declares an emergency due to delayed federal decennial census data delivery, making the act effective immediately upon governor approval, expiration of veto period, or veto override to allow candidates adequate time to file for office.
