Establishes the geographic boundaries for Arkansas's four U.S. Congressional Districts effective 2021-2030 based on 2020 federal decennial census data.

First Congressional District comprises 33 counties (Arkansas, Baxter, Ashley, Bradley, Chicot, Clay, Cleveland, Craighead, Crittenden, Cross, Desha, Drew, Fulton, Grant, Greene, Independence, Izard, Jackson, Jefferson, Lawrence, Lee, Lincoln, Mississippi, Monroe, Phillips, Poinsett, Prairie, Randolph, St. Francis, Sharp, White, Woodruff) plus specific voting districts in Jefferson and Searcy counties.

Second Congressional District consists of Conway, Faulkner, Lonoke, Perry, Pulaski, Saline, and Van Buren counties.

Third Congressional District includes Baxter, Benton, Boone, Carroll, Cleburne, Izard, Madison, Marion, Newton, Pope, Searcy, Stone, Van Buren, and Washington counties plus portions of Crawford, Newton, Searcy, and Sebastian counties.

Fourth Congressional District comprises Ashley, Bradley, Calhoun, Clark, Cleveland, Columbia, Crawford, Dallas, Drew, Franklin, Garland, Grant, Hempstead, Hot Spring, Howard, Johnson, Lafayette, Little River, Logan, Madison, Miller, Montgomery, Nevada, Ouachita, Pike, Polk, Pope, Scott, Sebastian, Sevier, Union, and Yell counties plus portions of Crawford, Jefferson, Newton, and Sebastian counties; declares emergency clause effective immediately upon Governor approval.
