Amends Arkansas Code §§ 7-2-102 through 7-2-105 to redefine the four United States Congressional Districts based on 2021 census data instead of 2011 census data.

Updates the First Congressional District to include specific voting precincts of Pulaski County (precincts 047, P15, 25, 57, P91, P851, P862, 054, and 055) as they existed on January 1, 2021.

Modifies the Second, Third, and Fourth Congressional Districts by adjusting county compositions and voting precinct assignments, particularly affecting Pulaski, Crawford, Sebastian, and other counties.

Declares an emergency due to delayed federal decennial census data delivery, establishing that redistricting is necessary to provide equal representation and allow adequate time for candidate filings and elections.

Became law on October 13, 2021 without the Governor's signature.
