Permits the House of Representatives and Senate to recess from January 14, 2021, and reconvene on January 19, 2021, encompassing the MLK Jr. holiday on January 18, 2021.

Authorizes the Speaker of the House and President Pro Tempore of the Senate to declare recesses of four or more consecutive days during the 2021 regular session due to COVID-19 public health emergency circumstances.

Extends the 15-day introduction deadline for healthcare licensing and scope of practice bills by a period equal to any recess of four or more consecutive days occurring within the first 15 days of session.

Extends the 31-day introduction deadline for constitutional amendment resolutions by a period equal to any recess of four or more consecutive days occurring within the first 31 days of session.

Extends the 50-day introduction deadline for appropriation bills by a period equal to any recess of four or more consecutive days occurring within the first 50 days of session.
