Extends the 93rd General Assembly's regular session beyond April 30, 2021, until congressional redistricting work is completed, with final adjournment date set by the President Pro Tempore of the Senate and Speaker of the House.

Establishes an extended recess beginning April 30, 2021, during which interim committees (including the Legislative Council and Legislative Joint Auditing Committee) may meet with members receiving per diem and mileage compensation.

Grants the Legislative Council interim-level authority over review and approval of items during the extended recess, superseding the Joint Budget Committee's authority over such items.

Allows the Governor five days from bill receipt to sign or veto legislation through the sine die adjournment, with House and Senate offices remaining open to receive vetoes, communications, and notifications of errors.

Provides that acts without emergency clauses or specific effective dates become effective on the 91st day following April 30, 2021, if the recess exceeds 90 days; permits leadership to extend designated dates by the length of any COVID-19 related extended recesses.
