Reduces minimum population requirement for cities to establish library tax from 5,000 to 1,000 residents through petition by 100 or more taxpaying electors.

Allows tax proceeds voted for library maintenance and operation to be used for capital improvements or construction, and vice versa for capital improvement taxes.

Ensures voter-approved library taxes remain in effect even if a city's population subsequently falls below 1,000 residents.

Extends the same flexibility provisions to county libraries, allowing proceeds from maintenance/operation taxes to fund capital improvements and construction.

Effective January 1, 2023, with ballot designation as "A Constitutional Amendment Providing for the Maintenance and Operation of Libraries, Capital Improvements to Libraries, and the Construction of Libraries."
