Increases the approval threshold for ballot initiatives proposed under Article 5, § 1, constitutional amendments proposed under Article 19, § 22, and amendments proposed under Amendment 70, § 2, from a simple majority to at least 60% of votes cast on the measure

Requires that conflicting measures approved by voters shall be approved when receiving at least 60% of votes severally cast, with the measure receiving the highest number of affirmative votes becoming law

Mandates that any measure subject to a referendum shall be repealed if rejected by a majority of electors voting on the matter

Amendment becomes effective January 1, 2023

Requires voter approval at the next general election for Representatives and Senators for the amendment to become part of the Arkansas Constitution
