Proposes an amendment to Arkansas Constitution Article 5, § 32 to permit the General Assembly to enact laws limiting punitive damages and noneconomic damages in civil actions for injuries or death.

Defines "noneconomic damages" as damages that cannot be measured in money, including pain and suffering, mental anguish, scars and disfigurement, loss of consortium, and loss of life.

Maintains existing constitutional protections by preserving the General Assembly's authority to prescribe compensation for workers' injuries and death, and ensures the right of action survives in cases of death from injuries.

Amendment becomes effective January 1, 2023, upon voter approval at the next general election.

Includes severability clause ensuring the amendment's provisions are severable, so any invalid provision will not affect the remainder.
