Amends Arkansas Constitution Article 19, § 14(b) to expand eligible institutions for lottery-funded scholarships and grants to include vocational-technical schools and technical institutes, in addition to existing two-year and four-year colleges and universities.

Specifies three categories of eligible higher education institutions: public or private nonprofit two-year or four-year colleges/universities, public or private vocational-technical schools, and public or private technical institutes.

Requires the General Assembly to establish criteria to determine eligibility for recipients of scholarships and grants under this amendment.

Amendment becomes effective January 1, 2023, upon voter approval at the next general election.

When submitted to voters, the ballot title will reference this joint resolution, with the popular name identifying the amendment as pertaining to lottery proceeds for vocational-technical schools and technical institutes.
