Amends Arkansas Constitution Article 2, § 5 to establish that citizens have a fundamental right to keep and bear arms for common and individual defense and for hunting and recreational purposes.

Prohibits the State of Arkansas and any political subdivision from denying or infringing upon the right of citizens to keep and bear arms.

Changes the language from "shall have the right" to "have a fundamental right," elevating the constitutional protection status of the right to bear arms.

Requires voter approval at the next general election for Representatives and Senators, with a majority of voting electors needed for adoption.

Effective date is January 1, 2023, with ballot title and popular name specified as "A Constitutional Amendment to Provide that Citizens of the State of Arkansas Have a Fundamental Right to Keep and Bear Arms."
