Adopts emergency procedures for the Arkansas House of Representatives during the 2021 regular session in response to the COVID-19 pandemic state of emergency declared March 11, 2020.

Requires masks or cloth face coverings over the mouth and nose for all representatives, staff, and visitors to House properties, with exceptions for debate participants or special circumstances authorized by the Speaker.

Mandates appropriate physical distancing among individuals unless transparent barriers are in place and requires temperature checks and health screenings prior to entering House properties.

Allows representatives to vote remotely using the Electronic Voting System's Virtual Voting Console on assigned devices outside the House Chamber within the General Assembly communications network.

Establishes limited-directed proxy voting whereby absent representatives may submit written requests to vote by proxy through their caucus leader up to one hour before sessions begin, with proxy voters counted toward quorum but ineligible for daily expense reimbursements.
