Adopts temporary emergency rules for House committee procedures during the 2021 Regular Session to continue until the COVID-19 public health emergency is terminated or expires.

Requires all individuals in committee rooms and public comment holding rooms to wear masks, maintain 6-foot physical distancing, pass health screening with temperature checks, and comply with assigned seating arrangements.

Allows committee members unwilling or unable to physically attend due to COVID-19 high-risk status, household exposure, quarantine orders, or positive tests to participate remotely via electronic means with approval from the House Speaker.

Restricts public participation to those present to testify on bills listed on committee agendas, with separate designated public comment holding rooms to maintain capacity limits and physical distancing.

Prohibits committee planned activities and dinners during the 2021 Regular Session and requires a two-thirds House vote to suspend these rules except as otherwise provided.
