Encourages Congress to review and improve Federal Milk Marketing Orders to better support dairy farmers nationwide.

Requests mandatory daily electronic reporting of dairy product prices, inventories, and prices paid for milk and milk components to improve price discovery.

Calls for changes to reduce or eliminate negative producer price differentials and de-pooling incentives, including modifications to Class I milk pricing formulas and stricter limitations on producer milk receipts following de-pooling.

Proposes eliminating the dairy transportation credit by reducing it 20% over 5 years and modifying referendum approval thresholds to require two-thirds majority of voting producers and voting milk volume.

Directs the Chief Clerk of the House to distribute the resolution to the U.S. Department of Agriculture, Senate Majority Leader, House Speaker, and Arkansas congressional delegation.
