Establishes 134 regular employees for the Bureau of Legislative Research with specified positions and salary grades for fiscal year 2021-2022, including 1 director, 4 assistant directors, 10 administrators, and various attorneys, analysts, and support staff.

Authorizes 31 part-time or temporary "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $17,955,501 from the State Central Services Fund for personal services ($10,495,773 in regular salaries), operating expenses ($2,133,686), travel and conferences ($218,002), professional fees ($298,889), contingency ($893,480), and committee rooms ($205,063).

Appropriates $271,060 for interim committee study expenses, $1,696,396 for member per diem and mileage, and $65,806 for Energy Council expenses.

Reappropriates up to $2,000,000 from remaining balances in Act 148 of 2020 and authorizes the Bureau Director to transfer funds between line items as needed; effective July 1, 2021 through June 30, 2022.
