Replaces all references to "College of The Ouachitas" with "Arkansas State University Three Rivers" throughout Arkansas Code Title 6, Chapter 54.

Designates the institution in Malvern as a technical college within the Arkansas Technical and Community College System under the Arkansas Higher Education Coordinating Board.

Allows the institution to expand into technical, vocational, adult education, and college transfer programs, and permits conversion to a community college through voter approval and millage imposition if necessary.

Transfers administration and operation of the institution to the Board of Trustees of the Arkansas State University System, responsible for meeting two-year postsecondary educational needs of its service area.

Requires the institution to maintain accreditation from a United States Department of Education-recognized agency within 8 years or face abolishment by the Arkansas Higher Education Coordinating Board.
