Consolidates Henderson State University under the control of the Arkansas State University System by abolishing the separate Board of Trustees of Henderson State University effective immediately upon governor approval.

Expands the Board of Trustees of the Arkansas State University System from 5 to 7 members appointed from the state at large, with terms extended from five to seven years.

Transfers all rights, powers, interests, duties, responsibilities, titles, and property previously held by the Henderson State University Board of Trustees to the Arkansas State University System Board of Trustees.

Repeals multiple Arkansas Code sections related to Henderson State University's separate governance, including provisions on board composition, participation in federal aid, fund custody, expenditure limitations, eminent domain, and biennial reporting requirements.

Declares an emergency due to Henderson State University's need to complete accreditation reaffirmation through the Higher Learning Commission within a specific timeframe as a member of the Arkansas State University system.
